WEBDec 20, 2018 · Yes, happened to me. Just last month I bought a Surface laptop i7, 16GB RAM, directly from Microsoft. There was a problem with the laptop. They said they can't fix it. Then they exchanged it for a so-called "REFURBISHED" machine. It's obviously not a 100% certified machine because the touch screen didn't work properly.
