I wouldn't consider it suitable for a wedding unless you want to skip photographs. If you photograph it, only thing that will show-up in the background is the steel fence enclosure …

I wouldn't consider it suitable for a wedding unless you want to skip photographs. If you photograph it, only thing that will show-up in the background is the steel fence enclosure surrounding the deck, you won't be able to see the Strip or much of anything else. Frankly, it's not all that it's cracked-up to be because they don't want to staff it properly to prevent visitors from throwing stuff over the railing. They would rather charge a huge fee to get up there, then surround visitors in a wire cage like a penitentiary rather than pay staff to police it.

Unsure about the explorer pass, however they do sell the tickets directly outside the Eiffel Tower from a podium. I’m sure they will be happy to answer your question. We paid approx $16 …

Unsure about the explorer pass, however they do sell the tickets directly outside the Eiffel Tower from a podium. I’m sure they will be happy to answer your question. We paid approx $16 each to go up (daytime price), slightly more for the evening. We went up at 6:45pm, just before the sunset and they said we could stay up there as long as we like. So in theory you could use your pass for the daytime price and stay up for the sunset.
