President Donald Trump's administration filed a federal lawsuit against the sanctuary city of Rochester, N.Y., arguing that the Supremacy Clause of the U.S. Constitution prohibits Rochester and city officials from obstructing the administration's crackdown on undocumented people.

"Here we are again," wrote U.S. District Judge William Orrick, who blocked a similar effort during the president's first term.
